Carter did all right with Iran.
It was not his fault that the hostage rescue ended up in tragedy.
He did start all the special forces teams that the neocons use so badly.

The real tragedy was when Reagan's team, of Ollie North and associates made a deal with Iran that they would supply them with weapons if they didn't release the embassy hostages until after the election. That was an act of treason.
