How do you envision it?
How would you organize it, and what would it cover? Collect all sciences now spread all over the place into one big dept, eg NASA, FDA, the medical science research at the VA, Los Alamos, all science grants, etc?
I think some sort of energy/enviro tzar is needed. Somebody with enuf power to say "We are gonna electrify every railroad in the country in 2 years, and we are gonna have every long haul diesel truck off the road in 2 years and a month." and to make it happen. Like the oft-mentioned Manhattan Project. Cuz he'll have to say "A, make 3000 electric locos; and B makes 3000 tank cars, and C makes 7500 flat cars, and D, E,F each makes 1500 miles of track". |
