Water boarding and the other USA techniques seem bad enough, but the rack? Bring back the rack? My experience of life is that those who choose to do borrowing are the people primarily responsible for the consequences of said borrowing, not the lenders. The people who design and produce the currency borrowed only get to decide the dilution of the currency. They can't force people to borrow to buy speculative assets and spend beyond their means.
