When confronted by Malaki in Basra, little of any consequence happens to Sadr and his forces.

Except for the loss of hundreds killed, wounded, and captured. Leading Sadr to order his followers to abandon the fight.

Malaki issues all these edicts that are ignored.

They don't seem to being ignored.

Then Malaki decides to attack Sadr's forces in Sadr City, and so far, its the Iraqi army that seems to be getting the worst of it.

The opposite of the situation.

......which is not surprising as Petraeus is all but saying they are incompetent.

No, he didn't say that. He did say there some problems with planning, but hey, they're not Americans.

Adding insult to injury, Iraqi soldiers are deserting at a rapid rate.

On the contrary, immediately after the attack on Basra, there was a surge in enlistments.

That leaves me with the following conclusion

You're too confused about facts to form any good conclusions. I think the problem is the facts are contrary to what you wish to believe. You want the defeat of America and its allies desparately, so damn it, thats whats happening. Sadr's winning! He'll take Baghdad and kick out the Americans any day now. Ha ha ha.
