I don't really understand why people HATE Clinton so much. He didn't really do anything Fantastic in office but he DID get the National Budget back on track to surpluses and that's probably the most important thing for the Country's economic future.

I think you're confused about who does what. Presidents don't control purse strings. Newt Gingrich had more to do with deficit reduction than Clinton did.
