Beyond the bargain effect the car companies can benefit from the change because of their current poor relative position in terms of health care costs. They have very expensive contracted health care costs. If they shift them to a tax burden, the taxes will effect them but not as much. Companies and individuals with lower health care costs would take up some of the burden that that car companies currently have. So on the net it would probably help the car companies but only by shifting the cost elsewhere.
