Another factor keeping business from supporting it is fear of the unknown. It could be better, but it could be worse. Business has enough risk already. Why take on more with so little control of the outcome? Yet another factor may be that business expects to have to continue to provide insurance in the form of supplemental insurance. If they have to do that anyway, then they might as well do the whole thing.
