Yes the "other costs" add, and so do the "other costs" of any other system.

I think the profit is beneficial (at least indirectly because of the profit motive), but lets assume its all waste, or cost that could in theory be cut with no drawback. That cost isn't 15% of total cost of health care, it isn't even close, so there is no way that "taking the profit out of the system" reduces costs by 15%.
