Glenn, in Chicago its called "walking around money," and trust me, Obama and his advisors, particularly guys like Axelrod, are aware of the practice and have condoned it in the past. The hesitancy of Obama's campaign to use it in Philadelphia is odd. Of course, it gives the campaign an excuse if Obama does not win the primary.

They didn't do it South Carolina.

Most significantly, Obama virtually swept the African American vote despite rejecting typical tactics deployed in the South; aides said they hadn’t paid “street money” to local leaders and community organizers to get people to the polls. Obama campaign officials had bragged about bucking this long-entrenched system, but they weren’t certain until Saturday whether it would work.

Over at dkos yesterday, there were Chicago supporters who said he refused to do it for his senate run and they were all nervous that he'd suffer as a result...there were also Baltimore supporters who said he didn't use street money there either..
