Rice, Cheney, and Rumsfeld are all exceptionally intelligent individuals, and the whole point of having this kind of talent is to have a diversity of opinions. What good is "exceptional intelligence" if you can't translate it into winning and effective policy. By all accounts and evidence the country is in a mess on almost every level and one can point quite clearly to cheney and rumsfeld for their unfair share of the reasons.
