They know this war will be won or lost in Congress,

Congress can do neither. They can pull the plug or leave the troops there and that is it.

Counter insurgencies are won and lost in villages.
These wars are about people. We have 4 of them underway - Iraq, Afghan, Columbia and Philippines.

The big army and USMC are all about big wars and big firepower.
History demonstrates conventional forces will only prevail in an insurgency when they use massive killing. We are unwilling to do that.

Plus or minus 30 or 40,000 or 100,000 troops will neither win nor lose this war unless they move into and stay in the villages. We are also unwilling to do that on the scale necessary.

The issue now is not firepower. It is the lack of mutual respect and support from the villages up to the national govt and from the national govt down to the villages. No number of American soldiers can fix that.
