Probably has more to do with getting benefits for contractors who function like full-time employees so companies can't take full advantage of their input while keeping them two weeks away from falling off a cliff all the time.

I'd suspect that measure would go over well with the folks who want more workplace stability. It's not a huge measure since unions are not going to spring up and have the same kind of power they had in the old days in rust belt industries.
