Shane: You pretty much nailed it.

If there was some form of financing available that would curtail the dilution, you can bet your last dollar it would have been presented in this letter. At least he acknowledged that large LACC orders are needed for the company to fulfill it's goals. PPS will most likely continue to suffer until those large orders start rolling in (allowing them to stop printing shares).
