This was mostly because someone, for his own political gain, testified before congress. In his testimony he claimed that black musicians would smoke the stuff and then go out to rape white women.



That doesn't explain at all why the rest of the world doesn't adopt it as a cure all - your view is too narrowly focused on US history.
