There is no collateral damage. All drugs should be legalized and taxed because they will never go away.

The only groups that wants street drugs kept illegal is the drug cartels and the competing pharmaceutical companies. Instead of incarcerating people at great expense give them a safe place to go where drugs could be sold and administered. If someone insists on doing a line of coke they would be assured by the government they are doing the best line of coke available. Usually they are ingesting meth cut with laxative.

I would promote opium dens where people peacefully contemplate their navels have a nice sleep and don't become rowdy.

This is collateral damage....
