Those shares all have to originate from the company's treasury. So however ACII is floating these shares from Treasury to suppliers, consultants, retire debt, etc., it is still dilution. Sale of the actual shares by the recipient into the open market is not the key factor. It is the use of shares by ACII to continue to fund operations. It seems that the increased revenues being generated by KSI cannot keep up with the managements ability to spend. Until that equation equalizes or turns positive, dilution will most certainly continue.
