One is a reasonable proxy for the other, seems to me. I'm not so sure. The number of people in the military, the veterans and the cost to care for each veteran all change over time, and not in some regular pattern. In the twenties we didn't have a large or active military, but we paid for the care of WWI veterans. In a typical year in the 50s we paid more for veterans of WWII than we did in 1943.
