The San Francisco Peace Treaty, signed on September 8, 1951, marked the end of the Allied occupation, and when it went into effect on April 28, 1952, Japan was once again an independent state.

Germany is slightly more complex. You could say the occupation ended in 1949 when East Germany and West Germany where created, but since East Germany was part of the Soviet Empire you could give a much later date.

American forces remain in both Japan and Germany, but they are of course not occupiers.
