The GC is not a jurisdictional agreement except with regards to the signees to be held as an agreement between and among such. The GWOT has not been declared as a war in the legal sense. It is a concept that drives policy designed to defeat terrorism, not a particular entity. Terrorist organizations are not states and conflicts with them are different than conflicts in a legitimately declared war would be. Terrorist organizations do not accept or observe any rules base that could be considered an agreement we are bound to, whether it is the GC or otherwise. That is to their advantage. We are still bound by rules but the GC is not an applicable rules set for the stated reasons.

Same thing, you are contradicting yourself. Apparently you think it is more meaningful when peppered with cuss words. It's not.
