Correct. Not at this point-in-time.

Although --- (as your post clearly notes) --- we formerly WERE formal occupiers of both, internationally recognized as such, and with legal obligations appertaining....

We *now* are not 'occupiers' in Japan or Germany, we have formal basing agreements and mutual Defense Treaties with both sovereign nations.
