Although --- (as your post clearly notes) --- we formerly WERE formal occupiers of both, internationally recognized as such, and with legal obligations appertaining.... We now are not 'occupiers' in Japan or Germany, we have formal basing agreements and mutual Defense Treaties with both sovereign nations.
