I have the Comcast triple play and I lost service twice in storms. The first time, video came back but broadband/voice didn't. So I had to use my cell to call in. They were going to send a truck, but I didn't want to be home for it. They talked me through disconnecting the modem and popping the battery out, and back in again. Service restored. Motorola modem btw.

Fios just applied for permission in NYC. That story sounds like New Jersey where Comcast is. Fios also won a lawsuit to get into apartment buildings individual customers; where Cable was locked in with the building owners. Fios is going to use Corning fiber that works when bent.

And Kelly's husband taking over the TV sounds like Tivo or Slingbox (owned now by Echostar)
