That's their argument. They aren't making an error. They are making a point.

They are taking SS, at least, out of the equation because it should be its own program that is not included in the general budget. You can argue that this is not correct or unfair but that is the crux of their argument.

They are making the point that the actual, discretionary outlays of the US government have a much higher percentage going to the military than is evident. You can certainly argue that you don't like their interpretation but they are saying that they don't like the federal government's interpretation.
