They are taking SS, at least, out of the equation because it should be its own program that is not included in the general budget.

Perhaps it shouldn't be included "in the general budget". But "the general budget" is an almost meaningless concern in this context. You can make a separate Iraq budget, does that mean we shouldn't count the money spent in Iraq? Of course not. A dollar spent is a dollar spent. If there "point" disagrees with this fact its a very weak one.
