You still have failed to make ANY CASE AT ALL for why you contend that we are 'not an occupying power in Iraq'.... That statement simply isn't true. What we are dealing with is the formal (legally recognized under international law) definition of the term 'occupier'. Exactly. And under "international law" the occupying power is the power that controls and exercises authority over the territory. Not "any military force that happens to exist in the territory without formal alliances and basing agreements from a local government".
