Same as oil, yes ... they've been trying to put the oil companies on 'service contracts' apparently, don't know how that's going, it's basically giving them so much per barrel for producing i guess, and not much if any participation in upside of the resource ... same as the chavistas are doing to kry.to
That's not the way, you have to leave some motivation for producers ... resource projects are plays on their commodities largely, for investors, this has to be recognised
Carried interest could be the way to go ... in negotiations the rate of percentage would get sticky of course, but once settled this gives both sides motivation, plus a window on developments - everybody gets open access to the books ... access to extreme degree would be best, to combat corruption, which is rampant in any large enterprise [guvmint and corporate too] - any payments to anybody for anything should be open and visible on the net, if a flunkie gets sent to the hardware store for a dozen three quarters bolts, it gets posted on the website prontito, and with a foto of the bolts in place too
Correa may have been backed into that move ... 'politics is the art of the possible', they say ... we'll see if maybe certain exemptions will come along, temporary operations permits, that sort of thing, and of course private discussions getting the real negotiations rolling
