Along that line, though, I could get behind a rationing of Medicare along something like this. Phase in some of the benefits. Maybe for the first five years, only cover one annual physical, inc. mammogram, for all except those who have a catastrophic illness or a chronic condition.

But most of the Medicare savings could be had with greater oversight in terms of fraud. Routine procedures like a gall bladder removal have set reimbursements to doctors and hospitals. Those work fine for the most part. It's the catasrophic illnesses.....a $250,000 cancer treatment, or the last few months of a person's life when their systems are breaking down and they're in an out of a hospital....that are a license to steal for hospitals and nursing homes, even physical therapy clinics.

It's been proved that many hospitals pad Medicare submittals to cover losses in their emergency rooms.
