No.

The newly sovereign nation of Iraq has *yet* to formalize legal permissions for the basing of US forces on their territory. (Is under active debate and negotiation as we speak --- but NOTHING has been legally approved by EITHER Iraq nor the U.S. yet, let alone a final document agreed to by the negotiators even....)

Occupation is still authorized under the Security Council's aegis --- (which authorization expires this December 31st.)
