The newly sovereign nation of Iraq has *yet* to formalize legal permissions for the basing of US forces on their territory.

Which has nothing to do with - "The former occupying power has to turn over authority to a new or restored local government. Or to another occupying power, or it otherwise has to no longer be in authority over the territory."

The mere existence of a newly sovereign nation with the authority to make such agreements indicates that the occupation has ended.
