No, that is simply a skewed argument meant simply to remove all safeguards from the budget so that the right wing can bleed this country even drier than it has to date. The right wing tried to loot Social Security and privatize it. If they thought it was part of the general fund, there would have been no point in doing so.

Social Security isn't an entitlement program, it is a mandatory insurance program. You are still attempting, without success, to equate car insurance with welfare. When you wreck your car, the insurance company isn't giving you charity dollars to fix it, they owe it to you for the premiums you paid.
