No, what I am trying to explain to you is that Social Security payments are not part of the disposable income of the US Government. They treat it as it is which is a big part of the problem.

The Bush administration (and others before it) keep treating the mortgage money as disposable income to play with on their own pet projects. It isn't. Bring back the lockbox idea and people will understand, much more clearly than they do now, how much of the disposable income of the Federal Government goes to making war on people who were no threat to us.

That is, after all, the gist of the original argument.
