The mantra here has been the need to raise taxes. It is not the only way.

I think you would find most people here agreeing with this statement. The problem I have with the argument of some is against those like Laffer who think you can consistently lower taxes and get more revenue. That is just not the case and any thinking person can understand that the lower you go with taxes the harder it is to balance the budget. With very high taxes, I would agree with you that there can be more revenue coming in to the government when taxes are reduced - unfortunately we have passed the point a long time ago when this is possible. So now when you lower taxes you just pile on to the deficit.
