Refining is so dead.... The Saudis are building capacity, and Quwait is too. With a capacity of 615,000 bbls/day it isn't a small one either. A host of US plants are also upgrading and expanding. I think we saw the peak in 2006, and it has been downhill since - and looks to continue. bloomberg.com
