CK is not afraid to go into some pretty scary issues. The problem with deterrence - the biggest one, I think - is that there are plenty of extremists who would not be stopped by the possibility of a retaliatory attack against their nations. They want action, and will find various "theological" and other rationalisations for what they would do. They may become a larger danger than even the craziest of governments.
