I understood the comment as meaning the Chinese govt. and to be fairly true. Of course, in the long run, a govt. represents its people. Not all of them, but a hell of a lot of them. I disagree with many things the Texas govt. does, but the majority of Texans do not.

It should not be a knock on all Chinese. After all, some are willing to be run over by tanks to make their point.
