The CBO number is 21 to 31 million. That's SO much better.

Well, it is nearly a 100% overstatement by the liberals, so it is significant.

But more importantly, once you get it in the 20M range, you're left, pretty much, with those people who simply make the choice to be uninsured. For them, it isn't that they can't afford it. They don't WANT to spend the money.

Sure, there are some who fall through the cracks and need some kind of assistance. But that number is extremely small, and could easily be addressed as a separate issue. You do not throw out the best health care system in the world to address a de minimus problem like this. It is a minor ding that doesn't need major surgery. You put a bandaid on it.
