Could you be more specific? What do you mean the "payment system" is dysfunctional? Because we spend more on health care than other countries?

You want to solve that problem? Easy. Fix the malpractice problem which results in someone with a fever getting a $6,000 workup at the ER. Which eliminates physicians ordering CT scans for toothaches.
