It's a little screwy to use a civilian employment year

Not sure what you mean by "civilian employment year, though. Seems to me that, at that age, we're all civilians, either employed or retired, mostly retired.

I suppose they might put new retirees in at the base rate until enough time has passed that they no longer have employment income on the tax return being used. Since I had already been retired for seven years when I entered Medicare, I didn't have that experience.
