If you don't know what level of spending is correct for the size of our economy, how do you know that this government (or any other) is spending too much?

Do you simply want the spending done by government to go into the private sector? If so, how much?

What programs do you want to eliminate or reduce and why?

In this case, it is pointless to get rid of Social Security as that is a paid-in insurance program for the most part. Simply replacing that with Wall Street simply increases the probability of another Bears Stearns type mess in the future. That is pretty pointless unless you think that people shouldn't save for retirement.

So, looking at what is left is where we started off. The military is a huge chunk of discretionary spending. I have no problem lopping off a huge chunk of military spending starting with leaving Iraq immediately.
