They seem to be working with the locals and providing security for them now. It took longer than it should have for this to happen, but I wouldn't say they aren't doing it, or that its impossible, or that they are doing a lousy job.

You can measure the success of a counterinsurgency by evaluating the loyalty and support flowing from the federal government down to and through the regional governments to the neighborhoods and vice versa. The question is who trusts who, and who supports who?

In my opinion, remove American troops from Iraq and Afghanistan tomorrow and the lack of loyalty and support to and from various factions, regions and neighborhoods will become the obvious and glaring disconnect.

The jury is still out on who wins these wars.
