Why is that? It would seem that UW is just part of a suite designed to make us strong. I don't see justification for some kind of institutional discrimination there. I mean, the mission is clear, is it not?

In my outfit, the mission was NOT clear for the last 25 or 30 years I worked in it. It was clear for the first sixty or seventy years up until the first decade or so I worked in it, and pretty much got universally implemented no matter who was doing it.

Then the mission got fragmented into so many vectors they couldn't hire enough specialists to follow them all. The leadership tried to please all the public factions. It felt very much like the public unrest over the Vietnam situation and now the Middle East. Every vector had its own constituents in agency, and those people did not support the overall mission if it conflicted with their own biases.

The only people who supported both the overall mission AND the new mission vectors were the old warhorses like me who saw the big picture. Most of us got so old we retired out and by all appearances not much at all is happening now.

Is that anything like your view of the military these days?
