For sure and just like taxes, regulations take on a life of their own and they hang around long after the purpose for them is forgotten. Like how come the feds couldnt loan directly to investments banks? Bear Stearns would be alive and kicking today if they could. But the other now that they can, you get more regulation of the investment banks which is necessary given how dumb they proved to be. Taxes and regs should have sunset provisions.
