It will certainly be a muddle. We have seen how much Bush has squeezed from a Congress elected to change his policies, just by instilling that good old fear that the Dems will look weak and wrong by opposing the status quo.

If McCain wins the White House on those issues, the fear and confusion may still be there until the next election. With a Democratic president and Congress, Washington could actually try to move purposefully instead of the usual game of demolition derby.
