Man claims responsibility for Phoenix mystery lights
ktar.com

>>The man, who did not want to be identified, said he used fishing line to attach road flares to helium-filled balloons, then lit the flares and launched them a minute apart from his back yard. He said he believed turbulence created by a passing jet caused the balloons to move around.<<

BTW, I used to make UFOs when I was a kid. We'd take some big lightweight plastic dry cleaner bags, prop the mouths open with two crossed kite sticks, and add a few birthday candles to create miniature hot air balloons. Then we'd release them on a cold, still winter night and watch the glowing bags drift skyward for hundreds of yards until the candles burned out. -Snow
