Per the following link, Israel had two bombs in '67, and 13 in 1973. It also claims the Soviets deployed two bombs in Egypt (on Scuds) in '73 to counter the Israeli's and possibly had more in a ship there as well. Don't know how reliable this data is.

Edit: It also indicates that Israel would have used them in '73 against both armies and cities if the war had not turned in their favor. So that is the most salient point I take away from the article.
