Could you be more specific? What do you mean the "payment system" is dysfunctional? Because we spend more on health care than other countries?

Yes, twice as much. We very simply cannot afford it especially facing the demographic blip. Health care is a huge percentage of our GDP and makes us economically uncompetitive in the world markets... and it's getting worse.

You want to solve that problem? Easy. Fix the malpractice problem

I know you will say it's the trial lawyers (easy target)... but the malpractice insurance problem is just that, an "insurance problem".

Many, many states have capped malpractice awards. Insurance is state regulated and the solution is at the state level.
