Neal -

I don't see how that would work with the MI and FL Democratic Primaries, where neither candidate campaigned in either state, and where Obama's name was not even on the ballot in Michigan. Giving each Michigan delegate a half vote would not be fair, unless you award Obama all the votes for "other". As for Florida, the half vote solution would be closer to fair. However, if Obama had campaigned there, he would have been very likely to do better in the state, so the proportional delegate count would have been different.

The whole situation is just a stupid mess.
