The early VPs where the people who got the 2nd most votes for president. They would often be the political rivals, even enemies, of the presidents, rather than supporters and allies. Its understandable why they would tend to be excluded from authority, or even in some cases the discussion. It makes less sense since the twelfth amendment went in to effect.
