Sure Iran could cause consequences to Israel, or even the US, but the consequences of Iran (at least for direct open attack, such as with its ballistic missiles against Israel, or cruise missiles against the US navy) would likely be worse.

Iran's threat of consequences can possibly deter attacks against Iran, but Iran (at least if its government is rational) would be constrained from direct offensive action, but the destruction that could be dealt to Iran. Ahmadinejad has called Iran the most powerful country, but I doubt he believes it, and if he does he's crazy.
