Tim, I care NOT a lick what order these two extremely necessary structural changes happen in. (You can have 'em in any order that you like, it would all be good to me!)

IDEALLY they would happen simultaneously, but I'd be happy to see them in any order at all!

BOTH are are massively useful --- but (IMO) *only* the Constitutional Amendment will ever tame the disease of never-ending long-term federal over spending and annual Red Ink.

The tax code re-write would be of SUPER IMPORTANCE to our rate of economic growth... but it *would not* end the Federal government's run-away spending.

And, *both* changes would contribute massively to raising the growth potential of the American nation. Likely only history would ever be able to answer which one contributed the 'most' to growth. (And - unfortunately - I fully expect that, the very day after enacted, EACH CHANGE would start to be whittled away by the Washington establishment and those who directly benefit from federal slush.... :-(

A Constitutional Amendment (changing the highest law in the land to make the politician's deficit spending much more difficult), banning annual federal deficits (except when President declares an 'emergency' which is then ratified by Congress) would force the over-spending into control.

Then, tossing out our malformed Tax Code, and replacing it with a new and cleaner, more loophole-free system would the the second, and final, step necessary for restoring America's growth potential.
