No one goes without care. Well if that means no one goes without some care, that's possible. If it means no level of care is ever denied its impossible.

Price controls have almost universally been shown to be a bad thing, and often a disastrous thing.

Preventive care which will become easier since cost control

An expansion of preventive care is likely to increase cost for preventive care, under any system. Maybe the cost is worth it but there will be a cost.

More doctors in more places.

Another increase in cost. Also one that will be hard to meet since you want to cut their profits so much.

A free medical educatiom

More costs for the government to shoulder.

with more stringent controls over professional misconduct that would go a ways to getting rid of medical malpractice
